Returning to George Washington’s First Inaugural Address, have you determined in which city it occurred?

The first capital after ratifying the Constitution in America was New York City. After the inauguration, the premiere act of the entire U.S. government was consecrating America to the Almighty Creator (Annals of Congress, Vol 1, p. 29).
This occurred in Saint Paul's Chapel, located near the southern tip of Manhattan Island. Today, thanks to a sycamore tree, this chapel still stands on its original grounds, the same grounds that became Ground Zero.
